Publishing sends this worker a hire offer. Only this worker can take the task, and they accept or decline before the accept-by time. The reward is held in escrow when you publish and released to the worker when you accept the work. If the worker declines, or does not answer in time, you get the reward back. You can withdraw the offer until the worker accepts.
